Brevard County Sheriff's Office Senior Homicide Agent Kevin Morris, 55, was killed late Saturday, Oct. 10, when a wrong-way driver crashed head-on into his sheriff's office SUV on Interstate 95 near Titusville, according to the Florida Highway Patrol. Morris was on duty and on his way to investigate a deputy-involved shooting in Mims, where deputies had shot and killed a 79-year-old man earlier that evening. The 26-year-old woman driving the other vehicle also died at the scene.

The two deaths, hours apart and connected by the same call, left the Sheriff's Office mourning one of its own while it opened an investigation into its deputies' use of deadly force.

What happened on I-95

The crash happened just before 11 p.m. Saturday in the northbound lanes of I-95 near the State Road 46 interchange, around mile markers 220 and 221, according to FHP accounts reported by FLORIDA TODAY, FOX 35 Orlando and WFTV. Investigators said the woman, driving a 2021 Nissan Sentra, entered I-95 northbound and then made a U-turn just south of State Road 46, continuing south in the northbound lanes. A witness told troopers about the U-turn, according to FOX 35. Morris was driving north in the inside lane when the Nissan entered his path.

The vehicles collided head-on and both caught fire. Titusville police and firefighters responded, and both drivers were pronounced dead at the scene. Their remains were taken to the Brevard County medical examiner's office. Ivey arrived at the crash scene shortly after the vehicles caught fire, according to FLORIDA TODAY.

The woman has not been publicly identified. She was returning home to Kissimmee from a beachside wedding, according to FLORIDA TODAY and WFTV. Authorities have not said why she made the U-turn. FHP's investigators are leading the crash investigation, and FHP Lt. Channing Taylor said toxicology testing will be conducted. Autopsy and toxicology results are pending.

The shooting Morris was responding to

Morris was headed to a scene that began about 7:55 p.m. Saturday on Pine Avenue in the Spruce Hills neighborhood of Mims, a community in north Brevard County. He had spent part of the evening investigating an unrelated shooting in Palm Bay before he was sent north, according to FLORIDA TODAY. Deputies went to the home after the 79-year-old man's son called and said his father was suicidal, according to the Sheriff's Office.

The two deputies determined that the man met the criteria for an involuntary mental health examination under Florida's Baker Act and requested medical transport. When transport arrived, the Sheriff's Office said, the man pulled out a handgun that had been concealed beneath him and pointed it at the deputies. Sheriff Wayne Ivey said the gun had been hidden beneath the man's leg as deputies tried to lift him from a medical chair, according to reports from his briefing. Both deputies fired. The man was taken to a local medical facility, where he died. Neither deputy was injured.

The man's name has not been released, and the deputies have not been publicly identified. Under Sheriff's Office policy for shootings involving its officers, both deputies were placed on paid administrative leave. The agency is conducting an internal investigation, and when it is complete the case will go to the Brevard/Seminole State Attorney's Office for an independent review and a formal determination on whether the use of force was justified. The sheriff's account of the shooting is preliminary.

Who Kevin Morris was

Morris, a Titusville resident, was a husband and father who came to the Sheriff's Office after one full career in policing and another in schools. He worked as a patrol officer with the Palm Bay Police Department and retired from that agency in 2011, according to FLORIDA TODAY and FOX 35. He went on to work as an educator and football coach at Sebastian River High School.

He returned to law enforcement when the Sheriff's Office hired him on Feb. 2, 2021, initially as a patrol deputy. FLORIDA TODAY reported that his daughter's interest in law enforcement inspired him to go back. He was later assigned as an agent in criminal investigations and rose to senior homicide agent in the agency's Criminal Investigative Services division. He received numerous letters of commendation, commendable service awards and a Life Saving Award, according to FLORIDA TODAY and WFTV.

Outside of work, Morris was known to many on the Space Coast as "Coach Kevin" and "Pastor Kevin." He was active in faith circles and raised money for charities including the American Heart Association. He coached youth football, and Sebastian River High School posted a tribute saying his influence would never be forgotten. A family friend told WFTV that Morris had coached her son and supported her family through a serious injury, a car crash and her husband's death.

A sheriff in mourning

Ivey announced Morris's death at a Sunday morning news conference at the Barbara A. Pill Law Enforcement Facility in Titusville, where some officers wore black bands across their badges. "Today, our agency mourns the loss of Agent Kevin Morris," Ivey said, according to FLORIDA TODAY. The sheriff said he met with Morris's wife and daughter late Saturday and asked the public to pray for the family.

Emotional at times, Ivey said his heart was broken. He described Morris as a man of faith and one of the nicest people anyone would ever meet, and said that anyone who knew him loved him. Brevard-Seminole State Attorney Will Scheiner attended the briefing, along with FHP.

Tributes from officials

U.S. Rep. Mike Haridopolos, whose district includes Brevard County, said Morris served with distinction, according to FOX 35. Titusville Mayor Andrew Connors offered condolences to Morris's family and fellow deputies and thanked the Titusville police and fire personnel who assisted with what he called multiple critical incidents from the crash into the next morning.

Morris's death is a line-of-duty loss for the Sheriff's Office, which has lost deputies in traffic crashes before. It also renews attention to wrong-way crashes on Florida's interstates, which state transportation and highway safety officials have tried to reduce in recent years with wrong-way detection systems and warning signs at ramps on major highways. Head-on collisions account for most deaths in wrong-way crashes, FHP has said.

What's next

FHP's investigation will seek to determine why the Nissan turned around on the interstate and whether impairment, distraction or another factor played a role, with toxicology results expected to be part of that finding. The Sheriff's Office's internal review of the Mims shooting will continue before the case is referred to the State Attorney's Office.

The Sheriff's Office has said funeral arrangements and memorial plans for Morris will be announced once they are finalized. No procession route or service date had been released as of Monday.
