NOAA Lowers Its 2026 Atlantic Hurricane Forecast Again as El Nino Strengthens Over the Pacific

Federal forecasters lowered their expectations for the 2026 Atlantic hurricane season on Thursday, trimming the projected number of named storms and raising the probability of a below-normal year to 75 percent as a strengthening El Nino continues to suppress tropical development. The updated outlook from the National Oceanic and Atmospheric Administration now calls for 7 to 13 named storms, of which 2 to 6 could become hurricanes, including 0 to 2 major hurricanes of Category 3 strength or greater. For Florida, a state that has absorbed billions of dollars in storm damage over the past several seasons, the revision is welcome news, though emergency managers were quick to note that a quiet forecast has never been the same thing as a quiet season.
The August update is the agency's mid-season recalibration, issued each year as the Atlantic approaches its climatological peak. It replaces the outlook NOAA published in late May, which projected 8 to 14 named storms, 3 to 6 hurricanes, and 1 to 3 major hurricanes. The direction of the change matters as much as the numbers: forecasters have now moved the season's expected activity downward twice, and the confidence attached to a below-normal outcome has climbed from 55 percent in May to 75 percent now.
An average Atlantic season, measured against the modern 30-year baseline, produces 14 named storms, 7 hurricanes, and 3 major hurricanes. The revised 2026 outlook sits below that mark across every category, and its lower bound would represent one of the quieter seasons in recent memory.
What NOAA changed and why
The driver behind the downgrade is the state of the tropical Pacific. Forecasters point to a strengthening El Nino, the warm phase of the El Nino Southern Oscillation, which alters atmospheric circulation across the tropics and typically increases vertical wind shear over the Atlantic basin. Wind shear, the change in wind speed and direction with height, tears at the structure of developing tropical systems and makes it harder for them to organize and intensify.
When El Nino conditions are firmly established, the Atlantic tends to underperform. That relationship is one of the more reliable signals in seasonal hurricane forecasting, and it is the primary reason NOAA has grown more confident in a below-normal season as the summer has progressed. Forecasters indicated that the Pacific warming is expected to continue through the remaining three and a half months of the Atlantic season, which runs through November 30.
Other factors also feed the seasonal outlook, including sea surface temperatures in the main development region off Africa, the strength of the West African monsoon, and the position of the Bermuda high. NOAA's seasonal products weigh these signals together rather than relying on any single one, which is part of why the agency issues ranges rather than point estimates.
It is worth being precise about what the outlook is and is not. A seasonal outlook forecasts basin-wide activity across five and a half months. It does not forecast landfalls, it does not say where storms will go, and it carries no information about whether any particular stretch of Florida coastline will be threatened in September.
Where the 2026 season stands so far
The season has produced two named storms to date and no hurricanes. Tropical Storm Arthur formed in mid-June over warm Gulf waters off the Texas coast and brought record rainfall to portions of Louisiana. Tropical Storm Bertha also developed in the Gulf, originating south of the Florida Panhandle before tracking west and making landfall in St. Bernard Parish, Louisiana.
Neither system produced significant Florida impacts, though Bertha's genesis point is a useful reminder for Panhandle residents that Gulf storms can form close to home and leave very little time between formation and landfall. Systems that spin up in the eastern Gulf can go from a disorganized area of showers to a named storm affecting the coast within a day or two, compressing the window for preparation that a long-track Cape Verde system would normally allow.
As of the most recent tropical weather outlooks, the National Hurricane Center was not expecting tropical cyclone formation in the North Atlantic, the Caribbean Sea, or the Gulf over the following seven days. A large plume of Saharan dust extending across the Atlantic and into the Caribbean has helped keep the basin stable, since the dry, dusty air associated with the Saharan Air Layer inhibits the deep convection that tropical systems need.
The Florida context
No state has more at stake in an Atlantic hurricane forecast than Florida. The state's 1,350 miles of coastline, its concentration of population and property value in coastal counties, and its exposure to storms approaching from both the Atlantic and the Gulf make it the most frequently struck state in the country.
That exposure has translated into a property insurance market shaped almost entirely by hurricane risk. Reinsurance costs, the rates carriers pay to transfer catastrophe risk off their own books, respond to storm activity and to forecasts of storm activity. A stretch of below-normal seasons tends to soften the reinsurance market over time, which eventually filters down to Florida homeowners in the form of moderating premiums. A single major landfall can reverse that dynamic in a matter of weeks.
Florida's tourism economy also carries seasonal weather risk. Cruise lines operating out of PortMiami, Port Everglades, Port Canaveral, and Port Tampa Bay routinely reroute itineraries around Atlantic systems during the late summer and fall. Theme parks, coastal hotels, and the airlines serving Florida markets all build storm contingency into their operations from August through October.
Why a quiet forecast is not a quiet season
Emergency management officials have made the same point after every below-normal outlook for decades, and it remains the most important caveat attached to any seasonal forecast: it takes one storm.
Hurricane Andrew struck South Florida in August 1992 during a season that produced only seven named storms, well below normal. The 1992 season is a standard reference point in Florida emergency management training precisely because the seasonal totals were unremarkable and the outcome for Miami-Dade County was catastrophic. A season that generates eight named storms and sends one of them into Tampa Bay is, for Floridians, a far worse season than one that generates twenty storms that all curve harmlessly out to sea.
Separate seasonal analyses circulated this summer have estimated that Florida carries roughly a 74 percent chance of being affected by a tropical storm this year and roughly a 43 percent chance of a hurricane impact. Those state-level probabilities come from private and academic forecasters rather than from NOAA's official outlook, and they should be read as broad climatological guidance rather than as predictions of specific events.
What this means for Floridians
The practical guidance from emergency managers does not change with the seasonal outlook. Households in evacuation zones are advised to know their zone, since Florida county evacuation orders are issued zone by zone and an order covering one part of a county does not apply to the entire county. Residents are encouraged to maintain a supply kit sufficient for several days without power or water, to confirm that insurance documents and prescriptions are accessible, and to identify where they would go if an order came.
The insurance timing point is one many Floridians learn the hard way. Property insurance carriers typically impose binding restrictions once a storm enters a defined box or once the National Hurricane Center issues advisories on a system threatening the state, meaning new policies and coverage increases cannot be purchased while a storm is approaching. Any coverage review is best done before a system appears on the map, not after.
Residents should also keep the distinction between watches and warnings clear. A hurricane watch means hurricane conditions are possible within the specified area, generally within 48 hours. A hurricane warning means hurricane conditions are expected, generally within 36 hours. The two are not interchangeable, and the difference determines how much time remains to act.
The peak of the season is still ahead
Whatever the seasonal totals end up being, the calendar is not on Florida's side yet. Atlantic activity climbs sharply through August, peaks around September 10, and remains elevated into October. The overwhelming majority of major hurricane activity in any given year occurs during that window, which means the 2026 season has produced its two named storms during the period when the basin is normally least active.
Forecasters have consistently noted that El Nino suppresses activity but does not eliminate it. Storms form in El Nino years, and some of them are significant. The shear that typically disrupts long-track Atlantic systems is often weaker closer to the United States coastline, which can allow systems that develop in the Gulf or off the Southeast coast to organize even when basin-wide numbers are low.
What's next
The National Hurricane Center will continue issuing tropical weather outlooks twice daily and more frequently when systems are being monitored. NOAA's August update is the last scheduled seasonal revision of 2026, meaning the numbers released Thursday will stand as the agency's final projection for the year.
Florida's Division of Emergency Management and county emergency operations centers remain in their standard seasonal posture, with staffing and activation levels tied to actual threats rather than to seasonal projections. Local emergency managers across the state have continued to run preparedness outreach through the summer regardless of the forecast direction.
For Floridians, the takeaway from Thursday's update is modest optimism paired with unchanged obligations. The basin looks less likely to produce a busy season than it did in May, and the reasons for that assessment are well grounded in the physics of El Nino. None of that offers any assurance about the next ten weeks, which are the ten weeks that historically matter most.
