Brevard County Buries Lagoon Muck Under Sand in a $41 Million Water Quality Test
Brevard County and the city of Cocoa Beach are attempting something new on the floor of the Banana River Lagoon: instead of dredging out the black organic muck that has smothered the bottom for decades, they are burying it. A $41.1 million sand-capping project is laying a foot-thick layer of clean sand across roughly 140 acres of lagoon bottom near the Cocoa Beach Golf Course, using about 400,000 tons of sand to create a physical and chemical barrier between the muck and the water above it.
The logic is straightforward even if the engineering is not. Lagoon muck is a nutrient reservoir, a fine organic sediment that continuously releases nitrogen and phosphorus into the water column as bacteria break it down. Those nutrients feed the algae blooms that have repeatedly turned the Indian River Lagoon system green, blocked sunlight from reaching seagrass and, in the worst years, produced fish kills.
About $29 million of the project's funding comes from the Save Our Indian River Lagoon program, financed by a half-cent Brevard County sales tax that voters approved specifically for lagoon restoration. County officials describe the capping approach as creating a sandy bottom capable of supporting seagrass, oysters and other marine life in a place where the muck currently supports very little.
Why muck is the lagoon's central problem
The Indian River Lagoon system stretches 156 miles along Florida's east coast and is frequently described as the most biologically diverse estuary in North America. The Banana River is one of its three connected lagoons, bounded by Merritt Island and the barrier island that holds Cocoa Beach and Cape Canaveral.
Muck accumulated in the system over roughly a century, delivered by stormwater runoff, agricultural drainage, septic systems, canal construction and the erosion that accompanied the region's development. It is not natural lagoon bottom. In places it lies several feet deep, a fine flocculent material with the consistency of pudding that resuspends easily when the wind blows.
Its effects compound. Muck releases nutrients that drive algae blooms, and it physically prevents seagrass from rooting. When it resuspends, it clouds the water and blocks the light seagrass needs. Seagrass loss then removes the habitat that supports the fish, crabs and manatees the lagoon is known for, and removes the plants that would otherwise take up nutrients.
The system reached a crisis point earlier this decade when seagrass losses coincided with an unusual mortality event among manatees, many of which starved in the northern lagoon after the forage they depend on disappeared. That episode drove both the sales tax program and substantial state investment.
Dredging versus capping
Brevard County's established approach has been dredging. The Save Our Indian River Lagoon program has funded multiple muck removal projects, including phased dredging in the Cocoa Beach area dating back years, and dredging has the obvious advantage of physically removing the nutrient source from the system permanently.
It is also expensive and disruptive. Dredged muck has to go somewhere, which means dewatering sites, trucking and disposal, and the process stirs up the sediment it is removing. Suitable upland disposal locations near the lagoon are limited, and community opposition to dewatering facilities is routine.
Capping trades permanence for cost and speed. The muck stays in place, but it is isolated beneath a sand layer thick enough to block the exchange of nutrients into the water column above. The approach has been used in contaminated sediment remediation elsewhere in the country, generally for sites where dredging would be more damaging than containment.
The open question is durability. A cap works as long as it stays in place, and the Banana River is a shallow, wind-driven system subject to storm energy. Whether a foot of sand holds through hurricanes and years of wave action is precisely what this pilot is designed to find out.
What success would look like
The measurable outcomes county scientists will be watching are nutrient concentrations in the water column above the capped area, water clarity, and whether seagrass recolonizes the new sandy bottom. Seagrass recovery is the outcome that matters most, because it is both the goal and the mechanism that would make the improvement self-sustaining.
Seagrass does not return instantly. Even under favorable conditions, recolonization depends on seed and fragment availability from nearby beds, adequate light penetration and a stable substrate. A capped area adjacent to existing healthy grass has a better prospect than an isolated patch.
Oyster habitat is the secondary target. Oysters filter water and build structure, and a firm sandy bottom offers attachment conditions that muck does not. Restoration programs elsewhere in the lagoon have deployed oyster mats and shell substrate with mixed but generally encouraging results.
If the pilot performs, the cost comparison becomes the argument. Capping at scale would be cheaper per acre than dredging, and Brevard has far more muck-covered lagoon bottom than the sales tax program could ever afford to dredge. A working cap changes what is financially reachable.
The Save Our Indian River Lagoon program
Brevard voters approved the half-cent sales tax in 2016 and renewed the commitment since, creating a dedicated revenue stream that has funded muck removal, septic-to-sewer conversions, stormwater retrofits, oyster restoration and fertilizer education. It remains one of the largest locally funded estuary restoration efforts in the country.
Septic conversion has consumed a substantial share of the money and is arguably the most important line item. Tens of thousands of septic systems sit near the lagoon in soils and water tables that do not remove nitrogen effectively, and converting those properties to central sewer addresses a nutrient source at its origin rather than after it arrives.
Stormwater projects work the same way, capturing runoff before it reaches the lagoon. These upstream interventions are less visible than a dredge or a sand cap and generate less public attention, but restoration scientists consistently identify source reduction as the precondition for any in-water project to hold.
That is the honest caveat on the sand cap. Isolating existing muck does nothing about new nutrients entering the system. If loading continues at current rates, new organic sediment accumulates on top of the cap over time.
What it means for people who use the lagoon
The Banana River supports a working recreational economy. Fishing guides run trips for redfish, sea trout and snook, kayak and paddleboard outfitters operate out of Cocoa Beach and Merritt Island, and manatee viewing draws visitors year-round. Water quality is not an abstraction for those businesses; it is the product.
During construction, the immediate effect is disruption. Sand placement involves barges, pipelines and turbidity controls, and portions of the project area are restricted while work proceeds. Anglers and paddlers who use the water near the Cocoa Beach Golf Course should expect access limits through the placement period.
The longer-term promise is the reason for tolerating that. Seagrass beds are where juvenile fish shelter, and the collapse of grass acreage over the past fifteen years is directly connected to the changes anglers have reported in the fishery. Restoring bottom habitat is the mechanism by which that reverses, if it reverses.
Property values along the lagoon are the other quiet stake. Waterfront real estate in Brevard County carries a premium that depends on the water being usable, and repeated bloom and fish kill events have measurable effects on both listing prices and local sentiment about the sales tax that funds the restoration work.
The wider lagoon picture
Conditions across the lagoon system have been somewhat better recently than during the worst years. Manatee mortality has moderated from the crisis levels of the early decade, with 632 deaths documented statewide in 2025, below the five-year average, and reproduction in the Indian River Lagoon has improved as forage conditions recovered.
Red tide, a separate phenomenon driven by the organism Karenia brevis and primarily affecting the Gulf coast, was not detected in Florida waters statewide as of early September, with no associated fish kills reported over the preceding week. The lagoon's problems are driven by different organisms and different mechanisms than red tide.
Seagrass acreage remains well below historical levels across much of the system, and recovery has been uneven, with some segments showing regrowth while others remain bare. Monitoring surveys conducted by the water management district provide the annual accounting.
Climate pressure runs underneath all of it. Warmer water holds less dissolved oxygen and accelerates the bacterial decay that drives nutrient release from muck, which means the underlying problem gets modestly harder each decade even where nutrient loading is held flat.
How this fits Florida's broader water spending
Brevard's locally funded program sits alongside a much larger state effort. Florida has committed substantial recurring appropriations to Everglades restoration, springs protection, water quality improvement grants and the alternative water supply programs that reduce pressure on the aquifer. The Indian River Lagoon has drawn its own state line items in recent budgets.
The state's money generally arrives as matching grants, which is part of why the local sales tax matters beyond its own revenue. A county with dedicated local funding is positioned to capture state and federal dollars that require a local share, and Brevard has used that leverage repeatedly.
Federal participation runs through the National Estuary Program, which designated the Indian River Lagoon decades ago and supports the coordinating council that sets restoration priorities across the counties the system touches. That structure matters because the lagoon crosses jurisdictional lines that a single county cannot manage alone.
The persistent gap in all of this is enforcement of the practices that generate nutrients in the first place. Fertilizer ordinances, septic inspection requirements and stormwater standards vary between the municipalities along the lagoon, and inconsistency at that level undercuts capital projects downstream.
What's next
The pilot near the Cocoa Beach Golf Course continues placing sand toward the full 140-acre footprint. County and city officials have described this as a test rather than a program, and the monitoring data collected over the next several years will determine whether capping earns a larger share of Save Our Indian River Lagoon funding.
Watch for the first post-placement water quality results and for any seagrass appearing on the capped bottom. Watch also for how the cap performs through a storm season, which is the durability question that will decide whether this becomes Brevard County's standard tool or an expensive experiment.
