Florida Prepares to Test Air Taxis at SunTrax Before the End of the Year

Florida expects to begin actively testing electric vertical takeoff and landing aircraft at a state-owned facility in Polk County before the end of this year, an expansion of the SunTrax campus that Gov. Ron DeSantis highlighted at an announcement in Auburndale in early August. The 775-acre site along the Interstate 4 corridor was built to test connected and autonomous ground vehicles and is now adding an aviation component the state has branded SunTrax AirGround.
The facility is unusual in the American testing landscape. Florida operates what the state describes as the only high-speed autonomous vehicle test track in the United States, capable of running vehicles at interstate speeds while simulating rain, crowded urban environments, pedestrian crossings, hills and dips, and other conditions that automated driving systems encounter on public roads. Adding aircraft testing to a site already configured for ground autonomy is a deliberate attempt to put both technologies in one place.
For Floridians, the relevance runs beyond novelty. The technologies being tested at SunTrax are the ones that will or will not eventually appear on Florida roads and in Florida airspace, and the state's regulatory posture toward them is being formed alongside the testing. Florida has for a decade positioned itself as among the most permissive states for autonomous vehicle operation, and this expansion continues that approach.
What SunTrax is
SunTrax sits on 775 acres in Polk County, between Tampa and Orlando along the I-4 corridor, and is operated in connection with the Florida Department of Transportation and Florida's Turnpike Enterprise. The site was originally conceived as a proving ground for tolling technology and expanded into a broader connected and automated vehicle facility.
The central feature is a 2.25-mile oval track surrounding an infield configured for scenario testing. The oval allows sustained high-speed operation that public-road testing cannot safely provide, while the infield can be reconfigured to simulate intersections, parking structures, urban street grids and other environments. Weather simulation capability allows testing under wet conditions on demand rather than waiting for rain.
The facility has hosted testing by autonomous vehicle developers including Waymo, which operates commercial driverless ride-hailing service in several American cities. Closed-course testing lets developers run edge cases and failure scenarios that would be unsafe or illegal to attempt on public roads, which is a necessary step before public deployment.
The location was chosen partly for the I-4 corridor's centrality. Polk County sits within reasonable driving distance of both the Tampa Bay and Orlando metropolitan areas, giving the facility access to the engineering workforce, university partners and airports in both regions.
The air taxi component
Electric vertical takeoff and landing aircraft, commonly abbreviated eVTOL, are the vehicles at the center of what the aviation industry calls advanced air mobility. The concept covers small, electrically powered aircraft designed to carry a handful of passengers on short urban and regional trips, taking off and landing vertically from small pads rather than requiring runways.
Several manufacturers have been developing such aircraft for a decade, and the Federal Aviation Administration has been building a certification framework for them under a category the agency calls powered-lift. Certification is the gating item for commercial passenger service in the United States, and it involves demonstrating airworthiness, establishing pilot training and certification requirements, and defining operational rules.
The SunTrax expansion is described as purpose-built to support safe development of these aircraft. A dedicated ground facility gives developers a place to conduct flight testing, ground handling procedures, charging infrastructure trials and integration testing with ground transportation, all outside of congested airspace.
The state's stated timeline calls for active eVTOL testing by the end of the year. Testing is a different milestone from commercial passenger service, which remains dependent on federal certification rather than state facilities, and the gap between the two is measured in years rather than months.
Why Florida is pursuing this
Florida's interest in advanced air mobility follows a pattern the state has established across several technology sectors. Space launch operations on the Space Coast, autonomous vehicle permissiveness in statute, and now aviation testing all reflect a strategy of using regulatory accommodation and public infrastructure investment to attract industry.
The state's geography makes a plausible case for short-hop aviation. Florida's population is distributed along two coasts with substantial travel between metropolitan areas that are too close for efficient commercial aviation and far enough apart that driving takes hours. Tampa to Orlando, Miami to West Palm Beach and Jacksonville to St. Augustine all fall in that range.
Tourism provides a second use case that proponents cite. Florida receives well over 100 million visitors annually, many of whom travel between an airport, a coastal destination and a theme park corridor, and short-hop air service between those points is one of the applications eVTOL developers have consistently described.
Skeptics note that the economics of these aircraft remain unproven, that noise and community acceptance in residential areas is an unresolved question, and that vertiport infrastructure does not yet exist at scale anywhere. Those are open questions rather than settled objections, and testing facilities exist in part to generate the data that answers them.
The workforce piece
The Florida Department of Transportation is partnering with Embry-Riddle Aeronautical University and Polk State College on workforce development connected to the facility. Both institutions are geographically positioned for it, with Embry-Riddle's main campus in Daytona Beach and Polk State located in the county that hosts SunTrax.
Embry-Riddle is among the largest aviation-focused universities in the country and operates programs in aerospace engineering, unmanned aircraft systems and air traffic management. Its research operations have worked on autonomous flight and airspace integration questions directly relevant to advanced air mobility.
Polk State College provides the two-year and technical certificate side of the pipeline. Aircraft maintenance, avionics, and charging and ground support infrastructure all require technicians rather than engineers, and community and state colleges are the training route for those roles in Florida.
Workforce partnerships of this kind have a mixed record in emerging technology sectors, since programs built around a technology that does not commercialize leave graduates with narrow credentials. Programs that build transferable aviation maintenance and electrical systems skills carry less of that risk.
What it means for Floridians
In the near term, most Floridians will notice nothing. Testing at a closed facility in Polk County does not change anything about how residents travel, and the aircraft involved will not appear over neighborhoods as part of this phase.
The autonomous vehicle side is closer to daily life. Florida statute already permits operation of autonomous vehicles on public roads without a human operator under specified conditions, and companies have deployed automated delivery and ride-hailing services in several Florida markets. Testing at SunTrax feeds directly into what appears on public roads.
For Polk County specifically, the facility represents ongoing investment in a county whose economy has historically centered on agriculture, phosphate mining and logistics. Distribution and warehousing along the I-4 corridor have grown substantially, and technology testing adds a different category of employment to that mix.
For taxpayers, the relevant question is the state's financial exposure. SunTrax is a public facility operated in connection with Florida's Turnpike Enterprise, which means construction and operating costs are borne publicly while the testing benefits accrue substantially to private developers. Whether that arrangement produces proportionate public return is a legitimate subject for oversight.
How Florida regulates autonomous vehicles
Florida enacted some of the earliest and most permissive autonomous vehicle legislation in the country, beginning with a 2012 law authorizing testing and expanded in subsequent sessions. Current Florida statute permits operation of a fully autonomous vehicle on public roads without a human operator present, provided the vehicle meets insurance requirements and can achieve a minimal risk condition if the automated system fails.
The statute also preempts local regulation, meaning Florida cities and counties cannot impose their own rules on autonomous vehicle operation. That preemption was a deliberate choice to prevent a patchwork of local ordinances, and it means the permissive framework applies uniformly statewide.
Insurance requirements for autonomous vehicles under Florida law exceed those for conventional vehicles, and the statute addresses how liability attaches when no human is driving. Those provisions have not been extensively tested in Florida courts, and the liability framework for automated driving remains an evolving area nationally.
Federal authority governs vehicle safety standards through the National Highway Traffic Safety Administration, which regulates the vehicle itself, while states regulate licensing, registration, insurance and traffic law. That division means Florida's permissiveness operates within federal equipment standards it does not control.
What's next
The state's timeline calls for eVTOL testing to begin before the end of the calendar year. Which manufacturers participate, and under what arrangements, has not been comprehensively announced, and those details will indicate how serious the commitment is on the industry side.
Federal certification of powered-lift aircraft remains the determining factor for any commercial service. The FAA's progress on that framework, and on the operational rules that would govern vertiport approach and departure procedures, will set the schedule regardless of what happens at a state test facility.
The Legislature convenes in January, and advanced air mobility has generated legislative activity in several states covering vertiport zoning, state aviation authority and liability questions. Florida has addressed autonomous ground vehicles in statute and could take up equivalent questions for aircraft.

Vertiport siting would run through local land use processes in most Florida jurisdictions, subject to whatever preemption the Legislature might enact. That is where community acceptance would be tested in practice, and it is a process that has repeatedly slowed aviation infrastructure elsewhere.
Whether the technology reaches routine operation is genuinely uncertain. Testing establishes technical feasibility; certification establishes regulatory acceptability; and market demand at a price that supports the business is a separate question that none of the current work resolves.
