PortMiami Rebuilds Terminal Capacity as Caribbean Cruise Deployment Grows

PortMiami is in the middle of a terminal reconstruction that is reshaping where passengers board, with some Royal Caribbean guests being directed to MSC Cruises Terminal AA while work proceeds on a new Royal Caribbean Group facility. Demolition of the former Terminal G began on January 7, 2026, and the replacement represents an investment of approximately $345 million.
The construction is happening while Caribbean deployment expands. Cruise capacity in the Caribbean is up more than 10 percent for 2026, and the four largest operators, Royal Caribbean, Carnival, MSC and Norwegian, account for roughly 75 percent of that capacity.
For South Florida, this is infrastructure of the first order. PortMiami is among the busiest cruise ports in the world, and the terminal complex is the physical constraint that determines how many ships can homeport there and how many passengers move through Miami-Dade County each week.
What is under construction
Cruise terminals have become substantial buildings rather than simple passenger sheds. A modern homeport terminal handles security screening, customs and border processing, baggage for several thousand passengers, provisioning, waste offload and crew movement, generally within a window of several hours between one sailing disembarking and the next embarking.
The Royal Caribbean Group facility replacing Terminal G is designed for the larger vessels the company now deploys, and its cost reflects the scale of that requirement. Terminals of this generation are effectively purpose-built for a specific operator and class of ship.
The interim arrangement, in which some Royal Caribbean sailings board through MSC's Terminal AA, is the kind of cooperation that a constrained port requires. Terminals at PortMiami are generally assigned to specific operators, and sharing capacity during construction is a practical necessity rather than a routine practice.
Carnival maintains five ships homeported at PortMiami this season, and Norwegian is deploying the 3,571-passenger Norwegian Luna on weeklong Caribbean itineraries from the port. Each of those deployments requires terminal capacity on a specific day of the week, which is the scheduling puzzle port operations staff manage continuously.
Why Florida dominates the cruise industry
Florida's position rests on geography and infrastructure together. The state sits within a comfortable overnight sail of the Bahamas and within a few days of most Caribbean destinations, which makes seven-day itineraries operationally efficient from Florida ports in a way they are not from ports farther north.
The state operates several major cruise ports. PortMiami and Port Everglades in Fort Lauderdale anchor South Florida, Port Canaveral serves the Orlando market and Port Tampa Bay handles western Caribbean itineraries. Together they account for a very large share of North American cruise embarkations.
Air connectivity completes the system. Miami International and Fort Lauderdale-Hollywood International airports move passengers from across the country and internationally into the ports, and Orlando International feeds Port Canaveral alongside the theme park market.
The economic footprint extends well beyond the terminals. Cruise operations support port employment, provisioning contracts with Florida food and beverage suppliers, ship repair and maintenance work, hotel stays for passengers arriving a day early, and ground transportation. Several major cruise lines maintain corporate headquarters in South Florida.
The capacity expansion and its constraints
A more than 10 percent increase in Caribbean capacity for 2026 means more ships and larger ships operating the same routes. That growth requires corresponding capacity at both ends: terminal capacity at Florida homeports and berth capacity at Caribbean destinations.
Destination capacity has become the more binding constraint in some markets. Popular ports of call have limited berthing, and several Caribbean destinations have implemented daily passenger caps or arrival scheduling to manage crowding. Cruise lines have responded by developing private destinations they control, which removes dependence on host government capacity decisions.
Fuel infrastructure is also expanding. LNG bunkering capacity is growing in the Caribbean as operators increase use of liquefied natural gas and bio-LNG as lower-emission marine fuels. Newer vessels are increasingly built for LNG propulsion, and fuel availability along an itinerary determines where those ships can be deployed.
The environmental questions attached to growth remain contested. Cruise operations generate air emissions, wastewater discharge and concentrated visitor pressure on destinations, and Florida ports have faced local debate over shore power installation, which allows ships to shut down engines while docked.
What it means for Floridians
For passengers sailing from PortMiami, the practical guidance is to verify the terminal assignment on the booking documentation rather than assuming it matches a previous sailing. Terminal changes during construction are the most common source of arrival confusion, and the port's terminals are separated by enough distance that arriving at the wrong one costs real time.
For Miami-Dade County, port operations generate revenue and employment. The county owns and operates PortMiami, and terminal investment decisions involve county government alongside the cruise operators who fund and use the facilities.
For the broader region, cruise traffic drives measurable demand for hotels, restaurants, rental cars and airport capacity. Passengers frequently arrive a day before sailing, which converts a cruise booking into a hotel night and associated local spending.
Local impact across the state
Port Everglades in Broward County operates as both a cruise port and a major petroleum and container facility, and it competes directly with PortMiami for cruise deployment. Terminal investment at one port influences operator decisions about the other.
Port Canaveral in Brevard County has grown substantially and benefits from proximity to Central Florida attractions, allowing operators to market combined theme park and cruise packages. That port also handles a significant share of the shorter Bahamas itineraries.
Port Tampa Bay operates under a physical constraint that the others do not: the Sunshine Skyway Bridge limits the air draft of vessels entering the bay, which caps the size of ships that can homeport there. That constraint has shaped Tampa's deployment toward smaller vessels.
How a turnaround day works
The operational demand a cruise terminal must meet is concentrated into a single day each week per ship, and understanding that compression explains why terminals cost what they do. A vessel carrying several thousand passengers arrives in the morning, and every one of those passengers must clear customs and disembark before the next group boards.
Simultaneously, the ship takes on provisions for the coming voyage, offloads waste, refuels, exchanges crew members and completes any maintenance requiring shoreside support. Those operations occupy the same berth and the same landside space that passengers move through.
Baggage is the highest-volume constraint. Thousands of bags come off in the morning and thousands more go on in the afternoon, requiring conveyor infrastructure, staging area and staff. Terminal designs are driven substantially by baggage flow rather than by passenger circulation.
Customs and border processing sets the throughput ceiling. Federal staffing determines how many arriving passengers can be processed per hour, and facility design must accommodate the queuing that produces. A terminal that cannot process disembarkation quickly delays embarkation for the following voyage.
Where the growth is going
Cruise operators have been directing capacity growth toward destinations they own, and that shift is reshaping Caribbean itineraries. Private islands and developed port destinations under line control give operators certainty about capacity, guest experience and the share of onboard spending that stays within the company.
The Bahamas has been the primary beneficiary of that development given its proximity to Florida ports, which allows short itineraries with high frequency. Those short sailings out of PortMiami, Port Everglades and Port Canaveral serve a different customer than the seven-day Caribbean voyages and add throughput demand on different days of the week.
Vessel size has also grown. The largest ships now carry passenger loads that would have been implausible two decades ago, and each incremental increase pushes terminal, berth and channel requirements upward. Ports that cannot accommodate the largest classes lose deployment to those that can.
Channel depth and width are the underlying physical constraint. PortMiami completed a deepening project in the previous decade that positioned it for larger vessels, and dredging decisions of that kind determine a port's competitive position for decades afterward.
The environmental questions attached to growth
Expanding cruise capacity raises issues that Florida ports and their host communities have been working through for years. Ships burn fuel while docked to power hotel systems, which produces emissions in urban areas immediately adjacent to residential neighborhoods.
Shore power addresses that directly by allowing a vessel to connect to the electrical grid and shut down its engines while in port. Installation requires substantial capital investment on both the terminal side and the ship side, and adoption in Florida has lagged behind West Coast ports where regulation has required it.
Wastewater and solid waste handling are governed by international and federal rules, with discharge restrictions varying by distance from shore and by the sensitivity of the waters involved. The Florida Keys National Marine Sanctuary carries specific protections that affect routing for vessels operating in that area.
The transition toward LNG propulsion addresses air emissions more than greenhouse gas totals, since LNG burns cleaner in terms of sulfur and particulates while carrying its own emissions profile. Bio-LNG, produced from organic waste, is the pathway operators cite for further reductions, and its availability at Caribbean bunkering points is a constraint on how quickly that transition can proceed.
What is next
The Royal Caribbean terminal project will continue through its construction schedule, with the interim boarding arrangements remaining in place until the facility opens. Passengers on affected sailings should expect terminal assignments to be confirmed closer to departure.
The winter season is the Caribbean industry's peak, and deployment decisions for that period are already set. Capacity added for 2026 will be fully in service through the winter, which is when terminal throughput at Florida ports is most tested.
Longer term, the constraint on Florida cruise growth is landside rather than maritime. Terminal capacity, roadway access, parking and airport connections determine how many passengers can be processed, and those are capital projects with multi-year timelines. The PortMiami work is one piece of a longer investment cycle across the state's cruise ports.
