Florida to Begin Testing Electric Air Taxis This Year as State Invests in Advanced Air Mobility

Florida transportation officials said electric air taxi test flights are expected to begin in the state by the end of 2026, part of a broader push to position Florida as a testing ground for what the industry calls advanced air mobility. Governor Ron DeSantis outlined the plan during an appearance this week at Embry-Riddle Aeronautical University in Daytona Beach.
The aircraft at the center of the effort are electric vertical takeoff and landing vehicles, commonly abbreviated as eVTOLs. They are designed to lift off and land without a runway, carry a small number of passengers over relatively short distances, and operate more quietly than conventional helicopters.
The governor said test flights would take place at the SunTrax facility in Polk County, a state-owned site built for testing emerging transportation technology. He said an eVTOL taxi service could begin operating within roughly the next year, a timeline that would depend heavily on federal certification decisions outside state control.
What was announced
The announcement was made at Embry-Riddle's Center for Advanced Air Mobility, with Florida Department of Transportation Secretary Jared Perdue and Embry-Riddle President Barry Butler participating. The event paired the air mobility discussion with a separate infrastructure item.
DeSantis announced a $56 million road improvement project along Clyde Morris Boulevard in Daytona Beach. The project covers roughly three miles and includes a pedestrian tunnel, redesigned intersections, new medians, drainage modifications and resurfacing. Clyde Morris Boulevard runs past the Embry-Riddle campus and connects several major Volusia County corridors.
The workforce component involves FDOT partnering with Embry-Riddle and Polk State College to develop training pathways for students pursuing careers as pilots, maintenance technicians, engineers and other transportation professionals. Polk State College's involvement connects the training pipeline geographically to the SunTrax testing site.
The governor framed the effort in terms of congestion relief, citing the Interstate 4 corridor specifically. He suggested that a traveler landing at Tampa International Airport bound for the Orlando theme park district could potentially bypass I-4 entirely.
The Florida context
Florida has pursued emerging transportation technology through state policy for several years, and SunTrax was developed by Florida's Turnpike Enterprise as a controlled environment for testing automated and connected vehicles. Extending that facility's mission to include aircraft testing represents a significant expansion of its role.
The state's geography makes it an attractive test market for the industry. Florida has dense coastal population centers, heavy tourism traffic between metropolitan areas, extensive water and wetland barriers that lengthen ground routes, and generally favorable flying weather for much of the year.
Embry-Riddle is among the largest aviation-focused universities in the country and has campuses in Daytona Beach and Prescott, Arizona, along with a worldwide online program. Its research infrastructure and its pipeline of aviation graduates give the state a workforce argument that competing states cannot easily replicate.

The federal certification question

The Clyde Morris Boulevard project is the more tangible near-term item for Volusia County residents. A $56 million reconstruction of a three-mile arterial corridor will bring extended construction activity and traffic disruption before delivering the pedestrian tunnel, intersection changes and drainage improvements described by the state.
Students considering aviation and transportation careers may see expanded program offerings at Embry-Riddle and Polk State College. Aviation maintenance technician and professional pilot pipelines have faced persistent workforce shortages nationally, and state-supported training partnerships are a common policy response.
Should a commercial service eventually launch, early pricing in the industry has generally been discussed at premium levels rather than as mass-market transit. Any near-term service would likely resemble existing helicopter charter markets in cost, serving airport transfers and business travel rather than daily commuting.
Local impact across the state
Polk County stands to gain the most direct activity. SunTrax sits between Tampa and Orlando along the I-4 corridor, and expanded testing operations bring facility staffing, contractor activity and visiting manufacturer teams to the area.
Volusia County receives both the road project and the research center attention. Daytona Beach has worked to build an identity around aviation and motorsports engineering, and the Embry-Riddle research park has been central to that effort.
The Tampa Bay and Central Florida markets are the corridors most often cited in discussions of eVTOL routes, given the volume of travel between the two regions and the persistent congestion on I-4. Any early commercial service would likely target that corridor or airport-to-resort connections.
South Florida, with heavy helicopter traffic, dense coastal development and significant water barriers between population centers, is frequently identified by the industry as a natural market as well, though the state's announcement focused on Central Florida facilities.
What eVTOL aircraft actually are
The category covers a range of designs that share electric propulsion and the ability to take off and land vertically. Beyond that, configurations differ substantially between manufacturers, and those differences affect range, speed, noise and payload.
Some designs use tilting rotors that rotate from a vertical orientation for takeoff to a horizontal orientation for forward flight. Others use separate lift and cruise propulsion systems, with dedicated vertical rotors and separate forward propellers. Each approach involves engineering tradeoffs between mechanical complexity and efficiency in cruise.
Typical designs under development carry a pilot and roughly four passengers, with ranges commonly discussed in the range of tens of miles rather than hundreds. Battery energy density is the binding constraint, and it is the reason these aircraft are proposed for short regional hops rather than intercity travel.
Noise is among the industry's central claims. Distributed electric propulsion using multiple smaller rotors generally produces less noise than a single large helicopter rotor, which matters substantially for the community acceptance any urban operation would require.
The infrastructure question
An air taxi service requires ground infrastructure that does not yet exist at scale. Vertiports need landing areas, passenger facilities, and electrical capacity sufficient to charge aircraft between flights.
Electrical demand is a genuine planning consideration. Charging aircraft batteries quickly enough to support a commercial schedule requires substantial power delivery, and siting vertiports depends partly on where that capacity exists or can be built.
Location is the other constraint. The value proposition depends on vertiports being near where people actually want to go, which generally means dense urban areas, airports and major destinations. Those are precisely the locations where land is expensive and where zoning and community concerns are most acute.
Existing helipads offer a partial answer, and Florida has a substantial installed base of them at hospitals, corporate facilities and airports. Adapting existing infrastructure would be faster than building new facilities, though charging capacity would still need to be added.
What SunTrax is
The facility selected for the test flights has a specific purpose that explains why the state chose it, and it is not a conventional airfield.
SunTrax was developed by Florida's Turnpike Enterprise as a closed testing environment for emerging transportation technology, particularly automated and connected vehicles. It occupies a large site in Polk County built around a high-speed oval track with an interior area for controlled testing.
The closed environment is the key attribute. Testing novel vehicles on public roads or in shared airspace involves regulatory approvals and public risk that a controlled facility avoids, which allows developers to iterate faster.
Its location along the I-4 corridor between Tampa and Orlando places it in the middle of the congestion problem state officials have cited as the motivation for advanced air mobility, which makes it a logical demonstration site.
Extending the facility's mission from ground vehicles to aircraft represents a meaningful expansion of its role and would require coordination with federal aviation authorities regarding airspace and operating authorizations.
Reasons for caution on the timeline
The stated expectation that eVTOL taxi service could begin within roughly a year warrants scrutiny, and several factors argue for treating it as aspirational.
Certification timelines across the industry have repeatedly extended beyond initial projections. Manufacturers have generally announced service entry dates that later moved, a pattern common in aviation programs where certification requirements prove more demanding than anticipated.
Pilot supply is a practical constraint. Commercial operations require certificated pilots trained on the specific aircraft type, and the training infrastructure for a new category takes time to establish. The workforce partnership announced this week addresses exactly this gap, which itself indicates the pipeline does not yet exist.
Infrastructure availability is the third constraint. A service requires vertiports at both ends of any route, with charging capacity and passenger facilities, and building those requires permitting, construction and electrical service that operate on their own timelines.
None of these argue that the technology will not eventually arrive. They argue that the distance between test flights at a controlled facility and a commercial service carrying paying passengers is longer than announcement language often conveys.
What's next
The immediate milestone to watch is whether test flights actually commence at SunTrax before the end of the calendar year, and which manufacturers participate. Public records from Florida's Turnpike Enterprise and FDOT would document any agreements governing use of the facility.
On the federal side, progress toward type certification for specific eVTOL designs will determine whether passenger service timelines are realistic. FAA rulemaking on operations and pilot certification for the category is the other gating factor.
The Clyde Morris Boulevard project will move through FDOT's standard design and procurement process, and construction schedules for the corridor should be published through the department's district office serving Volusia County.
For the workforce component, enrollment and program details at Embry-Riddle and Polk State College would be the practical measure of whether the partnership produces trained graduates rather than announcements.
