Tropical Storm Dolly, the fourth named storm of the 2026 Atlantic hurricane season, weakened to an open tropical wave on Friday after forming Thursday in the central tropical Atlantic with maximum sustained winds near 40 mph. The National Hurricane Center's outlook indicates no additional tropical cyclone formation is expected across the basin over the following seven days.
Dolly poses no direct threat to Florida. The system was moving west toward the Lesser Antilles and was forecast to bring heavy rain and possible flash flooding to the Leeward Islands, the Virgin Islands, Puerto Rico, and Hispaniola as its remnants passed through over the weekend, with the greatest flooding risk in areas of higher terrain.
The storm's quick dissipation is consistent with a season that has run well below average. NOAA's August update raised the probability of a below normal Atlantic season to 75 percent, up from 55 percent in its May outlook, and reduced its expected storm counts accordingly.
Where Dolly stands
Dolly reached tropical storm strength on Thursday, August 27, with sustained winds of 40 mph, just above the 39 mph threshold for a named system. By Friday it had degenerated into an open tropical wave, meaning it lost the closed circulation required to remain classified as a tropical cyclone.
The remnants continued moving west at roughly 25 mph, a fast forward speed that limits the time a system spends over any given area and generally reduces rainfall totals at a fixed location while also making organization difficult.
A tropical wave that has lost its closed circulation can still produce significant rainfall. The distinction matters for classification and for wind risk, not for flooding potential, which is why the National Hurricane Center continued highlighting rain impacts for the northeastern Caribbean after the reclassification.
For Florida, the practical status is that Dolly is not a Florida story beyond its place in the season's tally. No watches or warnings were in effect for any part of the state in connection with the system.
NOAA's revised outlook
NOAA's updated seasonal forecast, issued in early August, calls for 7 to 13 named storms with winds of 39 mph or greater. Of those, 2 to 6 are expected to become hurricanes with winds of 74 mph or greater, and 0 to 2 are expected to reach major hurricane strength at 111 mph or greater.

These are the two mechanisms most often cited for below normal Atlantic activity, and both have been present simultaneously in 2026, which explains the unusual confidence in NOAA's August revision.
What it means for Floridians
The most important point is that a quiet basin does not equal a safe Florida. The peak of the Atlantic season runs from mid August through early October, and September 10 is climatologically the most active day of the year. More than a month of peak season remains.
Florida's hurricane risk is driven by whether a storm forms in the right place at the right time relative to steering patterns, not by the season's total count. A single system that develops in the Gulf or the western Caribbean during a favorable steering setup can reach the state with limited lead time regardless of how many storms formed elsewhere.
Preparedness guidance from the Florida Division of Emergency Management does not change with a seasonal forecast. Households should know their evacuation zone, maintain supplies for several days, and confirm that insurance and flood coverage are in force. Flood policies generally carry a 30 day waiting period, which means coverage purchased when a storm is approaching does not apply to that storm.
Homeowners should also understand that hurricane deductibles in Florida policies are typically percentage based rather than flat dollar amounts, which means the out of pocket exposure on a named storm claim is tied to the insured value of the home.
Understanding watches and warnings
Because Florida will likely see at least one system tracked toward the state before the season ends, the terminology matters. Documentation is the second item. Storing that documentation in cloud storage rather than only on a device that might be lost is the step people skip.
Supplies should cover at least three to seven days without power or water, including one gallon of water per person per day, non perishable food, medications, and a manual can opener. Generators require fuel stored safely and must never be operated indoors or in a garage, a hazard that produces preventable deaths after every major Florida storm.

Forecasters will be watching whether El Niño's influence holds through the remainder of the peak period. If shear relaxes even briefly during favorable thermodynamic conditions, development can occur quickly, and the western Caribbean and Gulf are the areas that most concern Florida forecasters during the September and October window.
The season officially ends November 30. October systems in the Gulf and western Caribbean have historically produced Florida impacts, and late season storms often form closer to land than the long track Cabo Verde systems of August, which compresses warning time.
Residents should treat the current lull as preparation time rather than as an all clear. Supplies, documents, and evacuation planning are easier to handle now than during a warning.
