Florida Completes $57 Million C-23 Canal Project to Cut St. Lucie Discharges

Florida has finished a roughly $57 million water project in Martin County designed to keep billions of gallons of nutrient-heavy stormwater out of the St. Lucie Estuary and the Indian River Lagoon. Governor Ron DeSantis marked the completion of the C-23 Canal Estuary Discharge Diversion Project in Palm City, calling it a milestone in the long-running effort to restore water quality on the Treasure Coast. The pump station at the site has been operating since mid-May, which means the first performance data is already in hand.
What the project does
The project consists of a canal running nearly seven miles and a pump station capable of moving 166 million gallons of water per day. That capacity is comparable to the daily output of Miami's drinking water system, a comparison state officials have used to convey the scale of the infrastructure. The system takes excess water from the C-23 Canal and redirects it away from the St. Lucie Estuary.
The diverted water travels to the C-44 Reservoir and Stormwater Treatment Area, where it is held and treated before release. Stormwater treatment areas are engineered wetlands that use vegetation and settling to strip nutrients out of water before it enters a natural system. The C-44 facility was built as part of the Indian River Lagoon South project, one component of the broader Comprehensive Everglades Restoration Plan.
The projected results are specific. The state expects the diversion to keep roughly 55,000 pounds of nitrogen and 14,000 pounds of phosphorus out of the St. Lucie River in an average year, and to redirect approximately 6.3 billion gallons of water annually. Nitrogen and phosphorus are the nutrients that drive algal blooms, which makes those figures the operative measure of success.
Why the St. Lucie Estuary needed it
The St. Lucie Estuary sits at the eastern end of a water management system that was built for drainage rather than for ecology. Canals dug across the region in the early twentieth century moved water off agricultural and developed land quickly and efficiently, and they delivered it to the estuary carrying whatever nutrients it picked up along the way.
The consequences became visible in the form of algal blooms. Freshwater discharges lower the salinity of an estuary, which stresses the organisms adapted to brackish conditions, and the nutrients feed blooms that can turn water green and produce toxins. Severe bloom years on the Treasure Coast have closed beaches, damaged tourism, and generated sustained public pressure on state and federal agencies.
Seagrass is the indicator scientists watch most closely. Seagrass beds are the foundation of the estuary food web and the primary food source for manatees. When water clarity drops because of algae, light cannot reach the beds and they die back. The state reports that seagrass has returned to more stable levels in the Indian River Lagoon and St. Lucie Estuary in recent years, supporting fish populations and manatee foraging.
Where it fits in Everglades restoration
The C-23 diversion is one piece of Indian River Lagoon South, which is itself one component of the Comprehensive Everglades Restoration Plan. CERP is a multi-decade state and federal partnership authorized by Congress in 2000 and executed jointly by the South Florida Water Management District and the United States Army Corps of Engineers.
The logic of CERP is to undo, selectively, the drainage engineering of the previous century. That means storing water that used to be flushed to tide, treating water before it reaches natural systems, and restoring flow toward areas that were cut off. Reservoirs and stormwater treatment areas are the primary tools.
DeSantis has said his administration has committed close to $10 billion to Everglades restoration and water quality since January 2019. The project took about three and a half years to build, which places its start under the current administration and reflects the funding push of that period.
What it means for Treasure Coast residents
The most direct benefit is to the people who live on and use the water. Martin and St. Lucie counties have economies tied closely to the estuary, including marinas, fishing guides, waterfront restaurants, and residential real estate that carries a premium for water access. Bloom years hit all of those at once.
Property values are part of the calculation. Waterfront and water-adjacent property on the Treasure Coast has historically carried a significant premium, and repeated water quality events put downward pressure on that premium. Real estate professionals in the region have noted that buyers now ask about discharge history in a way they did not two decades ago.
Recreational fishing is the other visible economy. The St. Lucie system supports snook, redfish, and tarpon fisheries that draw anglers from across the state and beyond. Improved salinity stability and seagrass recovery are the conditions those fisheries depend on.
What the project does not solve
The C-23 diversion addresses one canal. The St. Lucie Estuary also receives water from the C-24 and C-25 canals and, in high-water years, from Lake Okeechobee through the St. Lucie Canal. Lake discharges are managed by the Army Corps under a separate operating schedule and remain the largest single source of the discharge events that have generated the most public anger.
Additional components of Indian River Lagoon South remain in various stages of design and construction, including further stormwater treatment capacity tied to the C-23 and C-24 basins. The South Florida Water Management District broke ground on the C-23/24 Stormwater Treatment Area as part of that sequence.
There is also a load question that infrastructure alone does not resolve. Nutrients enter the system from agricultural operations, from residential fertilizer use, and from septic systems in areas without central sewer. Treasure Coast local governments have pursued septic-to-sewer conversions, and those programs run on their own timelines and budgets.
Statewide significance
Water quality is not a Treasure Coast issue alone. The Caloosahatchee Estuary on the Gulf side faces a parallel set of problems tied to Lake Okeechobee releases and basin runoff, and Southwest Florida communities have pressed for comparable investment. Projects on that side of the state include the C-43 Reservoir in Hendry County.
The Indian River Lagoon extends north through St. Lucie, Indian River, Brevard, and Volusia counties, and conditions vary along its length. The northern lagoon in Brevard County has experienced its own seagrass collapse and associated manatee mortality, driven by a different combination of nutrient sources.
Florida's springs, the Apalachicola Bay system in the Panhandle, and Tampa Bay each carry distinct water quality challenges. The common thread is that nutrient loading is the driver and that solutions require both engineered infrastructure and reductions at the source.
How a stormwater treatment area works
The engineered wetlands at the heart of the project operate on principles that are simple to describe and difficult to execute at scale. Water enters a shallow impoundment planted with emergent and submerged vegetation and moves slowly across it, typically over a period of days.
Two processes remove nutrients. Settling drops suspended particles and the phosphorus bound to them out of the water column. Biological uptake moves dissolved nutrients into plant tissue and into the accumulating layer of organic material on the bottom. Phosphorus is the nutrient these systems remove most effectively, because it binds readily to soil particles.
Performance depends on residence time, on vegetation health, and on the loading rate. Push too much water through too quickly and the nutrients pass through. That is why storage capacity and treatment capacity have to be sized together, and why the C-44 Reservoir and the associated treatment area were built as a pair.
Maintenance is continuous. Vegetation communities shift, accumulated sediment has to be managed, and water control structures require operation and repair. The South Florida Water Management District operates these facilities as ongoing infrastructure rather than as one-time construction.
The political economy of Everglades funding
Everglades restoration operates on a cost-share arrangement between Florida and the federal government, with each side responsible for roughly half of authorized project costs. In practice the two have rarely moved in step, and Florida has at times funded and built components ahead of federal appropriations.
That imbalance has consequences. State-funded construction on a federally authorized project can create credit questions later, and the Army Corps operates on its own planning and appropriations cycle. Florida's congressional delegation has historically worked across party lines on Everglades funding, which is among the few consistently bipartisan issues in the state's federal politics.
Land acquisition is the other recurring fight. Restoration requires storage, storage requires land, and land south and east of Lake Okeechobee is agriculturally productive and privately held. Proposals to acquire acreage in the Everglades Agricultural Area have generated sustained political conflict for three decades.
The Legislature has increased state water quality appropriations substantially in recent budget cycles, funding both CERP components and non-CERP projects including septic conversions, wastewater treatment upgrades, and springs restoration. Those line items are set annually and are subject to the same competition as every other budget priority.
What's next
The pump station has been running since May 14, which means state and district scientists have several months of operational data. The metric to watch is whether measured nutrient loading into the St. Lucie River drops in line with projections and whether salinity in the estuary stabilizes during wet season conditions.
Remaining Indian River Lagoon South components continue through design and construction, and their completion dates depend on state appropriations and federal cost-share through the Army Corps. The Legislature sets Everglades and water quality funding each session, and those line items have grown substantially over the past several budget cycles.
For residents, the South Florida Water Management District publishes water condition reports and the state maintains a public water quality dashboard where discharge and bloom data are posted. Those are the places where the project's performance will show up in numbers rather than projections.
