Tropical Storm Cristobal Forms Far From Florida as Forecasters Watch an Atlantic Wave

Tropical Storm Cristobal formed Wednesday over the northern subtropical Atlantic, becoming the third named storm of the 2026 Atlantic hurricane season, while forecasters continued tracking a separate disturbance in the central Atlantic that carries a high chance of development over the coming week. Neither system poses a direct threat to Florida based on current guidance.
Cristobal was located roughly 880 miles west of the Azores with maximum sustained winds near 45 mph, moving quickly east at about 25 mph. Forecasters expected the storm to turn toward the east-northeast, slow down and weaken, with dissipation anticipated within about a day of formation. Its position and track kept it far removed from the United States throughout its life cycle.
The second system, a tropical wave over the central Atlantic designated Invest 92L, drew closer attention. Development odds for that disturbance were placed at roughly 80 percent over seven days in one assessment, with the system forecast to move toward the Lesser Antilles.
What the central Atlantic wave is doing
Invest 92L was located more than 1,000 miles east of the Lesser Antilles, with showers and thunderstorms that satellite data indicated had not organized around a closed circulation. A closed low-level circulation is one of the criteria the National Hurricane Center applies before designating a system a tropical depression, alongside sustained convection and defined structure.
Forecast confidence around the system shifted through the week. Earlier guidance had placed higher near-term odds on the wave becoming a tropical depression within a day or two, but by August 13 forecasters had backed off that expectation, with the National Hurricane Center no longer projecting depression status in the immediate short term.
The reason is environmental. The system is expected to encounter strong upper-level winds and dry air along its westward path, both of which suppress the deep convection a tropical cyclone needs to organize and intensify. Wind shear disrupts the vertical alignment of a developing storm's circulation, and dry air entrained into the system starves thunderstorm development.
If the wave does develop, forecasters indicated the most likely outcome is continued westward movement into the Caribbean. Interests in the Lesser Antilles were advised to monitor the system for gusty winds and heavy rainfall regardless of whether it reaches named-storm status, because a disorganized tropical wave can still deliver significant rain.
What this means for Florida
As of August 13, forecasters described the risk to Florida from these systems as very low. That assessment reflects both the current track guidance and the environmental conditions the wave is expected to encounter well before it would approach the eastern Gulf or the Florida peninsula.
Naming conventions can create confusion at this stage of a season, and the distinctions matter. An invest is a designated area of interest that forecasters have flagged for closer model analysis; it carries no watches or warnings and does not indicate a storm exists. A tropical depression has a closed circulation and sustained winds up to 38 mph. A tropical storm reaches 39 mph and receives a name. A hurricane begins at 74 mph.
Equally important is the difference between a watch and a warning once a system does threaten land. A tropical storm or hurricane watch means conditions are possible within the specified area, generally within 48 hours. A warning means those conditions are expected, generally within 36 hours. A watch is a signal to prepare; a warning is a signal that preparations should already be complete.
The season so far
The 2026 Atlantic season has produced Arthur, Bertha and now Cristobal, with no hurricanes to this point. That is a slow pace relative to a typical mid-August, when the climatological ramp toward the September peak is normally well underway.
The dominant explanation is El Niño. NOAA's updated seasonal outlook, issued August 6, maintained a below-normal forecast and raised the probability of a below-normal season from 55 percent to 75 percent, citing a strengthening El Niño that forecasters expect could reach unusually strong intensity by year's end. El Niño conditions in the equatorial Pacific typically increase wind shear over the tropical Atlantic, which is precisely the mechanism working against Invest 92L this week.
The outlook calls for 7 to 13 named storms, 2 to 6 hurricanes and 0 to 2 major hurricanes of Category 3 strength or greater for the full season.
Why a quiet season is not a safe season
Florida emergency managers make the same point every year that a seasonal forecast verifies on the low side: seasonal totals describe basin-wide activity, not landfall risk for any specific coastline. A season with few storms can still produce the one that matters.
Florida's history bears this out. Hurricane Andrew struck South Florida in 1992 during a season that produced only seven named storms, one of the quieter Atlantic seasons on record by storm count. The single storm that reached Homestead was enough to reshape the state's building codes and insurance market for decades.
The practical consequence is that preparation timelines should not track seasonal forecasts. Florida's peak climatological window runs from mid-August through late October, with the statistical peak around September 10. The season does not end until November 30.
Local impact across the state
The National Weather Service forecast offices in Miami, Tampa Bay, Jacksonville, Melbourne, Tallahassee and Key West issue local hurricane statements when a system threatens their areas, translating National Hurricane Center guidance into county-specific expected impacts.
County emergency management offices maintain evacuation zone maps that assign each address a lettered zone based on storm surge vulnerability, not wind. Evacuation orders in Florida are issued by zone, meaning an order affecting Pinellas County or Lee County typically applies to specific zones rather than to every resident of the county. Residents who do not know their zone can look it up through their county emergency management website before a storm is in the forecast.
The Florida Division of Emergency Management coordinates statewide response and maintains preparedness resources including supply checklists and shelter information. Special needs shelter registration, which requires advance sign-up through county emergency management, is one item that cannot be arranged once a storm is approaching.
Reading the cone and the forecast products
When a system does threaten Florida, the National Hurricane Center's forecast cone becomes the most widely circulated graphic and the most widely misunderstood. The cone represents the probable track of the storm's center, sized so that historically the center stays within it about two-thirds of the time.
It does not represent the size of the storm, and it does not represent where impacts will occur. Hazards including rainfall, tornadoes and storm surge routinely extend well outside the cone, particularly on the right side of a storm's track in the Northern Hemisphere.
Separate products address specific hazards more directly. The storm surge inundation graphic shows how high water could reach above ground level in coastal areas. Wind arrival time graphics show when tropical storm force winds are expected to reach a location, which is the practical deadline for completing preparations, since work outdoors becomes unsafe once those winds arrive.

What a quiet August does not mean
The relative quiet in the deep tropics this month reflects the shear environment El Nino has produced, but it carries no information about the remainder of the season for any specific location.
Florida's climatological risk profile shifts through the season. Early-season storms more often form in the Gulf and western Caribbean, closer to land and with shorter warning times. The August and September peak brings Cape Verde systems that cross the Atlantic over many days, offering more lead time but often arriving as stronger storms.
Late-season activity in October and November tends to originate in the western Caribbean, and those systems have historically threatened South Florida and the Keys with short notice. Several damaging Florida storms have arrived in that late window.
The practical implication is that preparation should not track weekly tropical activity. Supplies, documents, evacuation zone knowledge and insurance decisions all require lead time that a developing storm does not provide.
Where Florida storms come from
Atlantic systems that affect Florida originate in several distinct source regions, and knowing which one a storm came from provides useful context about warning time and likely intensity.
Cape Verde systems, like the wave currently designated Invest 92L, form from tropical waves moving off the West African coast during the peak season. They cross thousands of miles of open ocean, which provides days of forecast lead time but also allows storms that survive the journey to reach significant intensity.
Western Caribbean systems form closer to land, often in October and November, and have historically produced short-notice threats to South Florida and the Keys. Their proximity compresses the preparation window considerably.
Gulf of Mexico systems can develop rapidly in warm water with limited warning, and Florida's Gulf coast faces surge risk from them that is amplified by the shallow continental shelf.
Subtropical and higher-latitude systems, like Cristobal this week, form in the northern Atlantic and generally track away from the United States. They contribute to named storm counts without carrying landfall risk, which is part of why storm counts alone say little about a season's impact on Florida.
What's next
The National Hurricane Center issues its Tropical Weather Outlook four times daily, at 2 a.m., 8 a.m., 2 p.m. and 8 p.m. Eastern time during hurricane season, covering the Atlantic basin for the next seven days. Those outlooks are the authoritative source for development probabilities.
Should Invest 92L organize into a tropical depression or storm, advisories would be issued every six hours with updated position, intensity and track forecast. Any threat to Florida would become apparent in that guidance days in advance for a system currently that far east.
Forecasters will also be watching whether the strengthening El Niño continues to suppress activity through the September peak, or whether warmer than normal Atlantic sea surface temperatures partially offset the shear the pattern produces.
