The Atlantic Stays Quiet as Hurricane Season Nears Its Peak

The Atlantic basin remains free of active tropical cyclones as the 2026 hurricane season approaches its climatological peak, an unusual quiet that tracks with the below-normal forecast NOAA has maintained since spring.
The National Hurricane Center's tropical weather outlooks in recent days have indicated no tropical cyclone formation expected in the Atlantic, Caribbean and Gulf over the seven-day forecast period, though forecasters have been monitoring a disturbance in the basin for possible longer-range development. The season has produced two named storms so far, Arthur and Bertha, and no hurricanes.
September 10 marks the statistical peak of the Atlantic season, the date on which historical records show the most tropical activity. That places Florida roughly three weeks from the most active stretch of the calendar, and forecasters have consistently cautioned that a below-normal seasonal forecast says nothing about whether any individual storm reaches the state.
What NOAA forecast and why
NOAA's Climate Prediction Center has maintained its outlook calling for 7 to 13 named storms, of which 2 to 6 could become hurricanes, including 0 to 2 major hurricanes rated Category 3 or stronger. The agency's August update assigned a 75 percent probability to below-normal activity, 20 percent to near-normal and 5 percent to above-normal.
A normal Atlantic season, measured against the 1991 to 2020 climatological average, produces 14 named storms, 7 hurricanes and 3 major hurricanes. The 2026 forecast therefore sits meaningfully below that baseline across all three categories.
Seasonal forecasts draw on sea surface temperature patterns, the state of the El Nino Southern Oscillation, and expected wind shear across the main development region between West Africa and the Caribbean. When shear is elevated, developing systems get torn apart before they can organize, and that mechanism is a common driver of quiet seasons.
Why a quiet forecast is not a safe forecast
Florida emergency managers have made a consistent point in recent years: seasonal storm counts have almost no predictive value for landfall risk at any specific location. The relevant question for a Florida household is not how many storms form but whether one of them arrives.
Hurricane Andrew, which devastated South Miami-Dade County in August 1992, occurred during a season that produced only seven named storms, well below normal. That season is the standard example forecasters cite when explaining why a low seasonal number should not change preparation behavior.
The inverse also holds. Active seasons have passed without a Florida landfall, and quiet seasons have produced catastrophic single events. The National Hurricane Center's guidance has consistently emphasized preparing for the season rather than reacting to the seasonal number.
Understanding watches, warnings and the cone
Several distinctions matter when advisories begin. A hurricane watch means hurricane conditions are possible within the specified area, typically issued 48 hours in advance. A hurricane warning means hurricane conditions are expected, typically issued 36 hours in advance. The difference between possible and expected is the operative distinction, and it drives when evacuation orders are issued.
Storm surge watches and warnings are issued separately from wind watches and warnings, because surge is the leading cause of death in most landfalling hurricanes and its geographic footprint does not always match the wind field. Surge products are issued for coastal areas where life-threatening inundation is possible or expected.
The forecast cone shows the probable track of the center of the storm, not the extent of its impacts. Roughly two thirds of historical track errors fall inside the cone, which means one third fall outside it. Hazards including rainfall, tornadoes and surge routinely extend well beyond the cone's edges.
What it means for Floridians
The quiet stretch offers a practical window. Emergency management officials generally advise that preparation is easier and cheaper before a storm is named, when supplies are stocked and lines are short, than during the 72 hours after a system enters the forecast cone.
Core preparation items include several days of water and non-perishable food per person, medications, important documents in a waterproof container, a battery-powered weather radio and a plan for pets. Households in evacuation zones should know their zone number, which is assigned by county and available through county emergency management offices.
Insurance timing is another consideration. Most Florida property insurers stop binding new policies or endorsements once a system enters a defined box in the Atlantic, and flood insurance through the National Flood Insurance Program carries a 30-day waiting period in most circumstances. Those constraints mean coverage decisions made after a storm forms generally cannot take effect for that storm.
Local impact across the state
Every Florida county has coastal or inland flood exposure of some kind, but evacuation zone structures differ substantially. Coastal counties assign lettered or numbered zones based on modeled surge inundation, and orders are issued zone by zone rather than county-wide.
Residents frequently misread county evacuation announcements as applying to everyone in the county. In practice, an order covering Zone A affects only the areas within that zone, and residents outside it are generally advised to shelter in place unless they live in a mobile or manufactured home.
Inland counties face different risks, primarily freshwater flooding from rainfall and wind damage from systems that remain organized after landfall. Storms that stall over the peninsula have historically produced their most damaging effects well away from the coast.
What makes a season quiet
Several atmospheric conditions suppress tropical development, and forecasters watch them collectively rather than individually. Vertical wind shear, the change in wind speed and direction with height, is the most commonly cited. Strong shear disrupts the vertical alignment a tropical cyclone needs to organize and intensify.
Dry air is the second major factor. The Saharan Air Layer, a mass of dry dusty air that moves west off Africa during summer, has repeatedly interfered with developing systems in the main development region. Its extent varies from year to year and within a season.
Sea surface temperature is the third. Tropical cyclones draw energy from warm ocean water, generally requiring temperatures around 80 degrees Fahrenheit through a sufficient depth. Warm water at the surface with cooler water immediately beneath provides less fuel than a deep warm layer.
The El Nino Southern Oscillation influences several of these factors simultaneously. El Nino conditions typically increase Atlantic wind shear and suppress activity; La Nina conditions typically reduce shear and enhance it. Seasonal forecasts weight that signal heavily.
Florida's storm history and what it teaches
Florida has been struck by more hurricanes than any other state, a function of its geography as a peninsula extending into waters where tropical systems travel. Every part of the state's coastline has recorded landfalls, and inland areas have experienced significant impacts from systems that remained organized after coming ashore.
The state's recent experience includes storms that produced very different damage profiles. Some caused catastrophic wind damage in a concentrated area. Others produced their worst effects through storm surge along a stretch of coastline, or through freshwater flooding well inland after slow movement dumped enormous rainfall totals.
That variation is the practical argument for zone-specific preparation. A household's primary risk depends on whether it sits in a surge zone, a flood zone, a mobile home, or a well-built inland structure, and the appropriate response differs accordingly.
Building codes are the other half of Florida's storm history. The state substantially strengthened its code following Hurricane Andrew in 1992, and structures built to the modern code have performed measurably better in subsequent storms than older construction. Roughly half of Florida's housing stock predates the current standards.
Preparing during the quiet window
Emergency managers consistently advise using calm periods for the work that becomes difficult once a storm is named. Supplies are available, prices are normal, and the household has time to think through decisions rather than making them under pressure.
Documentation is one of the most commonly neglected steps. Photographing or recording video of a home's interior and exterior, including serial numbers on major appliances, creates the record that supports an insurance claim. Storing that record in cloud storage rather than only on a device that might not survive is the practical refinement.
Policy review is the second step. Homeowners should confirm what their policy covers, what the hurricane deductible is, whether they carry flood coverage, and whether they have coverage for additional living expenses if the home becomes uninhabitable. Hurricane deductibles in Florida are typically percentages of the insured value rather than flat dollar amounts.
Physical preparation includes confirming shutters or impact protection are present and functional, clearing gutters and drains, trimming trees away from structures, and knowing how to shut off utilities. How Florida's emergency system works
The Florida Division of Emergency Management coordinates state-level response and works with the 67 county emergency management offices that handle local operations. Counties issue evacuation orders, open shelters and manage local resource requests.
The state emergency operations center activates ahead of an anticipated impact, bringing together state agencies, utilities, the National Guard and private sector partners in a coordinated structure. That activation typically precedes landfall by several days.
Federal involvement runs through FEMA, which can be requested before landfall through a pre-landfall emergency declaration and after through a major disaster declaration. Those declarations unlock different categories of federal assistance for individuals, local governments and infrastructure repair.
Shelters are operated by counties, frequently in partnership with school districts and the American Red Cross. Special needs shelters serve residents with medical requirements, and registration for those facilities is handled through county emergency management ahead of any storm.

The season runs through November 30. Historically, the period from mid-August through mid-October produces the large majority of Florida landfalls, and October storms in particular have tended to approach from the Gulf or western Caribbean rather than from the deep Atlantic.
