Quiet Tropics Hold as Florida Approaches the Peak of Hurricane Season

The Atlantic basin remains quiet as Florida moves toward the historical peak of hurricane season, with the National Hurricane Center indicating that tropical cyclone formation is not expected across the North Atlantic, Caribbean Sea, and Gulf over the next seven days. Forecasters at Colorado State University have twice lowered their 2026 seasonal outlook, citing a strengthening El Nino.
CSU's July update called for nine named storms, four hurricanes, and one major hurricane of Category 3 strength or greater. That was a reduction from the team's June forecast of 11 named storms, five hurricanes, and two major hurricanes. For comparison, the 1991 to 2020 averages are 14 named storms, seven hurricanes, and three major hurricanes.
The quiet stretch is welcome but not a conclusion. Florida's most damaging storms have historically arrived in August, September, and October, and the state has been struck in seasons that forecasters expected to be unremarkable. Emergency managers consistently note that it only takes one landfall to define a season for any given community.
What the current outlook shows
The National Hurricane Center issues a Tropical Weather Outlook multiple times daily during hurricane season, assessing areas of disturbed weather and assigning formation probabilities over two-day and seven-day windows. The current outlook shows no areas expected to develop within seven days.
Tropical waves continue to move off the coast of Africa on their normal schedule, and the NHC's tropical weather discussions have tracked waves crossing the eastern Atlantic. Those waves are the seed disturbances for most classic Cape Verde season hurricanes, but they require a favorable environment to organize.
The season has produced limited activity so far. Tropical Storm Arthur, the season's first named system, formed in June. The Atlantic has otherwise been slow through the opening two months, consistent with the pattern forecasters expected once El Nino signals firmed up.
Floridians should understand what the outlook does and does not say. A seven-day statement of no expected development is a short-range forecast about formation, not a statement about the remainder of the season. NHC does not forecast beyond seven days for formation, and no forecast at any range can rule out later development.
Why El Nino suppresses Atlantic activity
El Nino refers to a periodic warming of surface waters in the central and eastern equatorial Pacific. That warming shifts large-scale atmospheric circulation patterns in ways that reach across the hemisphere, and one consequence is increased vertical wind shear over the Caribbean and tropical Atlantic.
Wind shear is the change in wind speed or direction with height. Tropical cyclones require a relatively vertically stacked structure to organize and intensify. Strong shear tilts and disrupts developing systems, ventilating the core and preventing the thunderstorm activity near the center from consolidating.
El Nino conditions also tend to produce increased atmospheric stability and drier mid-level air over parts of the Atlantic basin, both of which work against tropical development. The combined effect has historically correlated with reduced Atlantic hurricane counts, which is why seasonal forecasters weigh El Nino heavily.
The relationship is statistical rather than absolute. El Nino years have still produced damaging Atlantic hurricanes, and the pattern reduces the odds of an active season rather than eliminating the possibility of a significant landfall. Forecasters have been consistent on that point in issuing the reduced numbers.
What a below-normal forecast does not mean
Florida's emergency management community has spent years pushing back on the assumption that a low seasonal number implies low personal risk. Seasonal forecasts predict basin-wide activity counts. They do not predict where storms will go, and landfall depends on steering patterns that cannot be forecast months ahead.
Hurricane Andrew struck South Florida in 1992 during a season that produced few named storms. That example is cited routinely by emergency managers precisely because it illustrates the disconnect between seasonal counts and individual risk. A single Category 5 landfall reshaped South Florida's building codes and insurance market for a generation.
Florida's exposure is also structural. The state has more coastline exposed to tropical systems than any other in the continental United States, a large share of its population lives within surge-vulnerable zones, and its building stock includes substantial construction that predates modern code requirements.
The Florida Division of Emergency Management and county emergency management offices maintain evacuation zone designations based on storm surge modeling rather than on wind. Those zones are lettered, generally A through E, and evacuation orders are issued by zone, not countywide, a distinction that residents frequently misunderstand.
What Floridians should be doing now
The quiet period is the useful window for preparation. Supplies are available, contractors are reachable, and there is no rush at hardware stores or fuel stations. Emergency managers uniformly recommend building the kit before there is a storm on the map.
A basic supply kit includes at least several days of water at one gallon per person per day, non-perishable food, medications, batteries, flashlights, a battery or hand-crank weather radio, cash, and copies of important documents in waterproof storage. Households with pets, infants, or members with medical equipment needs require additional planning.
Homeowners should confirm their evacuation zone through their county emergency management office, and should know that the zone is a function of surge risk at their specific address. Renters and new residents in particular often do not know their zone.
Insurance requires advance attention because policies generally cannot be bound or changed once a storm is named and approaching. Standard homeowners policies do not cover flood, which requires separate coverage through the National Flood Insurance Program or private carriers, and NFIP policies typically carry a 30-day waiting period before taking effect.
The insurance and infrastructure backdrop
Florida's property insurance market has stabilized somewhat over the past two years after a period of carrier insolvencies and sharp premium increases. Citizens Property Insurance Corporation, the state-backed insurer of last resort, has seen its policy count fall substantially from its 2023 peak as private carriers have taken policies back into the voluntary market.
Citizens received approval for statewide average rate decreases taking effect this year, and several large national carriers have also filed decreases. Those improvements are meaningful but remain contingent on storm losses. A major landfall would test both private carrier capital and the Florida Hurricane Catastrophe Fund.
Utility preparation is a parallel track. Florida Power and Light and other utilities conduct annual storm drills and have invested in hardening transmission and distribution infrastructure, including undergrounding programs and stronger poles, following the extended outages of past storm seasons.
County and municipal governments use the pre-season and quiet periods for debris contract activation readiness, shelter inspections, and staging agreements. Shelter capacity, including special needs shelters for residents with medical requirements, requires pre-registration in most Florida counties.
Understanding watches, warnings, and advisories
The distinction between a watch and a warning is the single most consequential piece of terminology in hurricane communication, and it is routinely misunderstood. A hurricane watch means hurricane conditions are possible within the specified area, generally issued 48 hours before the anticipated onset of tropical storm force winds.
A hurricane warning means hurricane conditions are expected within the specified area, generally issued 36 hours ahead. The shorter lead time on a warning reflects greater forecaster confidence, and 36 hours is the practical deadline for completing preparations and evacuations.
Storm surge watches and warnings are issued separately from wind watches and warnings, because surge and wind hazards do not always align geographically. Surge is the leading cause of death in landfalling tropical cyclones, and the National Hurricane Center issues dedicated surge products with inundation maps.
The forecast cone shown on NHC graphics represents the probable track of the storm's center, not the extent of its impacts. Roughly two thirds of historical track errors fall within the cone, which means a third fall outside it, and hazards routinely extend well beyond the cone's edges.
Evacuation zones and county authority
Evacuation orders in Florida are issued by county emergency management, not by the state or by the National Weather Service. Governors can declare emergencies and activate resources, but the decision to order evacuation of specific areas rests with county officials.
Zones are lettered and are based on storm surge vulnerability modeling rather than on wind exposure. A resident in Zone A faces surge risk from a relatively weak storm, while a Zone E resident would be affected only by a catastrophic surge event.
Because zones are surge-based, they follow topography and proximity to water rather than jurisdictional lines. Two neighbors on the same street can fall in different zones, which is why emergency managers stress that residents confirm their specific address.
Mobile and manufactured home residents are typically ordered to evacuate regardless of zone, because those structures are vulnerable to wind at intensities well below hurricane force. That instruction is standard across Florida counties.
What's next
Climatologically, Atlantic activity increases sharply through August, with the statistical peak of the season falling in early to mid-September. Even in suppressed seasons, that window is when the basin is most likely to produce systems capable of reaching Florida.
NOAA typically issues a mid-season update to its Atlantic outlook in August, and CSU issues additional updates through the season. Those updates will incorporate observed sea surface temperatures, shear measurements, and the evolving state of the El Nino signal.
Residents should monitor the National Hurricane Center directly at hurricanes.gov for official advisories, and their county emergency management office for local orders. Local National Weather Service offices in Miami, Tampa Bay, Jacksonville, Melbourne, Key West, Tallahassee, and Mobile issue the local statements that translate a storm's track into county-level impacts.
For now, the map is clear. The reasonable use of a quiet week in late July is to get ready for a September that may not be.
