Quiet Tropics Give Florida a Breather as Hurricane Season Enters Its Peak Stretch

The National Hurricane Center is forecasting no tropical cyclone formation anywhere in the Atlantic basin, the Caribbean Sea or the Gulf over the next seven days, a stretch of calm that arrives just as Florida enters the climatologically busiest part of hurricane season. The outlook, issued this week, covers a period that historically produces steadily increasing activity through August and into September.
The 2026 season has produced two named storms so far, Arthur and Bertha, and has not yet generated a hurricane. Bertha was the season's first landfalling system, coming ashore in St. Bernard Parish, Louisiana, in late July with maximum sustained winds near 45 miles per hour before moving west and dissipating over Texas. Florida's Panhandle saw rough surf, gusty winds and beach closures from that system but avoided significant damage.
The current lull is consistent with the below-normal seasonal outlook NOAA issued for 2026, though forecasters have consistently cautioned that seasonal totals say little about individual storm risk for any given location. A quiet season that produces one Florida landfall is worse for Florida than a busy season that stays offshore.
Why the basin is quiet right now
Two factors are working against development in the deep tropics. A substantial plume of Saharan dust has been drifting across the Atlantic and into the Caribbean and Gulf, and dry, dusty air is hostile to tropical cyclone formation. Developing systems need deep moisture through the mid-levels of the atmosphere, and the Saharan Air Layer supplies the opposite.
A strong area of high pressure has also been anchored over the region, promoting sinking air that suppresses the thunderstorm activity a tropical wave needs to organize. That same high pressure is responsible for the heat advisories that have covered much of South and Central Florida this week, with heat index values running between 105 and 110 degrees.
Neither condition is permanent. Saharan dust outbreaks are episodic and typically diminish in frequency and intensity as the season progresses into late August and September. Forecasters have noted that the current plume is expected to displace westward, with a return to more typical summer patterns including scattered afternoon thunderstorms.
The absence of a hurricane through early August is not by itself unusual. In an average season the first Atlantic hurricane forms in early to mid August, and the seasonal peak arrives around September 10. What matters more for Florida is what the atmosphere looks like when the deep tropics reactivate.
What the seasonal outlook actually says
NOAA's 2026 outlook called for a below-normal Atlantic hurricane season. Seasonal outlooks forecast basin-wide totals for named storms, hurricanes and major hurricanes, and they are built on large-scale climate signals including sea surface temperatures, wind shear patterns and the state of the El Nino Southern Oscillation.
What those outlooks cannot do is forecast landfall. There is no skill at seasonal lead times in predicting where storms will track, and the historical record contains multiple below-normal seasons that produced catastrophic Florida landfalls. Hurricane Andrew struck South Florida in 1992 during a season that produced only seven named storms.
Emergency managers have made a point of repeating that framing this summer. The Florida Division of Emergency Management and county emergency management offices have continued to encourage residents to maintain supply kits, know their evacuation zone and review their insurance coverage regardless of the seasonal forecast.
The distinction that matters most operationally is between a watch and a warning. A tropical storm or hurricane watch means those conditions are possible in the specified area, generally within 48 hours. A warning means those conditions are expected, generally within 36 hours. Evacuation orders, when issued, are keyed to specific zones rather than entire counties.
Where Florida stands on preparedness
Florida's exposure has been shaped by an intense recent stretch. Between 2022 and 2024 the state absorbed direct hits from six hurricanes, four of which reached Category 3 strength or greater. That sequence reshaped the property insurance market, drove building code enforcement questions and left a backlog of recovery work in several counties.
The insurance picture entering this season is materially different from three years ago. Citizens Property Insurance Corporation, the state-backed insurer of last resort, reduced rates for 2026 for the first time since 2015 and has shrunk its policy count to roughly 336,000, down from a peak near 1.41 million in October 2023. Private carriers have returned to parts of the market.
Flood coverage remains the significant gap. Standard homeowners policies do not cover flood damage, and National Flood Insurance Program participation in Florida varies widely by county. NFIP claim payments have historically averaged far more than FEMA individual assistance grants, which average roughly $5,100 in Florida compared with average NFIP claims closer to $29,000.
FEMA has flood mitigation funding cycles open this month with Florida-relevant deadlines, including a Cooperating Technical Partners grant program application window closing August 11 and a state notice of interest deadline for Flood Mitigation Assistance subapplications on August 14.
What it means for Floridians
The practical read for Florida households is that the next seven days carry no tropical threat, which makes this a good window for preparation rather than a reason to relax. Supply kits, generator fuel, medication refills and document backups are all easier to handle when there is no storm in the forecast cone.
Evacuation zone information is available through county emergency management offices and is worth verifying rather than assuming. Zones are redrawn periodically based on updated storm surge modeling, and a property that was outside a zone several years ago may be inside one now.
Insurance policyholders should note that most Florida carriers impose a moratorium on new policies and coverage changes once a storm enters a defined threat area. Any coverage adjustments a homeowner intends to make are best handled during a quiet period like this one.
For coastal residents, the beach conditions story is separate from the tropical story. Rip currents and rough surf can develop from distant systems and from routine onshore flow, and beach flag conditions vary daily by county.
Local impact across the state
The Panhandle, which took the brunt of Bertha's peripheral effects in July, has returned to normal beach operations. Bay and Escambia county beaches saw double red flags during that system, meaning water access was closed entirely, and those restrictions have since lifted.
South Florida is currently under the heat and dust regime rather than any tropical threat. Miami-Dade, Broward and Palm Beach counties have seen heat advisories with limited rain-cooling thunderstorm activity, an unusual pattern for early August when afternoon convection is normally routine.
Tampa Bay and Southwest Florida remain in the zone that has drawn the most attention in recent seasons given storm surge vulnerability in Pinellas, Hillsborough, Manatee, Sarasota and Lee counties. Those counties have continued zone-specific public education campaigns through the summer.
Northeast Florida, including Duval, St. Johns and Nassau counties, faces a different risk profile centered on inland flooding from the St. Johns River basin, which can crest days after a storm has passed. That lag is a recurring source of confusion in post-storm messaging.
Reading the forecast cone correctly
The forecast cone is the most widely circulated and most widely misunderstood hurricane graphic. It depicts the probable track of the storm's center, and it is constructed so that the center stays within the cone roughly two thirds of the time.
Two implications follow that residents routinely miss. First, the center falls outside the cone about one third of the time, which means being outside the cone is not a guarantee of anything. Second, and more consequentially, the cone says nothing about the size of a storm's impacts.
Hurricane wind fields, rain shields and storm surge extend well beyond the center, frequently for a hundred miles or more. A location outside the cone can still experience tropical storm force winds, damaging rainfall and significant surge, particularly on the right side of the track relative to motion.
Forecasters have increasingly emphasized hazard-specific products, including storm surge inundation maps, wind arrival time graphics and flash flood outlooks, precisely because those convey impact information the cone cannot. Residents are generally better served by those products than by tracking the center line.
What the last three seasons taught Florida
The 2022 through 2024 stretch, during which Florida absorbed six direct hurricane hits including four at Category 3 or greater, reshaped how the state approaches storms in several concrete ways.
Evacuation zone communication improved substantially. Counties moved toward emphasizing that orders are zone-specific rather than countywide, addressing a persistent problem where residents outside affected zones evacuated unnecessarily, adding to roadway congestion and reducing capacity for those who genuinely needed to leave.
The insurance market restructuring that followed was the most consequential change. Legislative modifications to litigation rules, the depopulation of Citizens Property Insurance Corporation from 1.41 million policies to roughly 336,000, and the return of private capital together produced the first Citizens rate decrease since 2015.
Building code enforcement and post-storm inspection practices also received attention, particularly regarding roof coverings and attachment methods, which drive a disproportionate share of wind damage claims. Those changes affect the damage profile of future storms rather than the frequency of storms themselves.
What's next
Forecasters will be watching for the Saharan dust plume to weaken and shift west, which would remove one of the two suppressing factors currently in place. Historically, dust outbreaks become less frequent through late August, and the deep tropics become more favorable for development.
The next name on the 2026 Atlantic list is Cristobal, followed by Dolly, Edouard and Fay. Reaching the third named storm around early August would put the season near its climatological pace, though the absence of a hurricane so far runs slightly behind average.
The National Hurricane Center issues tropical weather outlooks every six hours during the season and increases advisory frequency once a system is designated. Residents can also expect increased messaging from county emergency management offices as the September peak approaches.
Florida's hurricane season runs through November 30. The stretch from mid-August through early October historically accounts for the large majority of Florida landfalls, meaning the quiet period now is a pause rather than a conclusion.
